As Ms. Hackborn pointed out, there is no law requiring home screens to support animations. *Any* home screen, whether written by a device manufacturer or an independent developer, might elect to suppress your animations (e.g., a PowerSaver brand home screen that specifically disables certain things, like app widget animations, to save battery life).
