It's not, it's for the whole process. The 16MB limit isn't a hard-coded fixed limit. It is a limit that makes sense on the G1 given its available memory and the resources apps need. You can assume this will be larger on devices with more memory and more expensive resources like larger screens, higher resolution camers, etc.
