This used to happen quite often on my old Samsung Galaxy S with any app 
installed on the SD card. It sometimes took a restart and even purging the 
cache partition from the hidden boot maintenance menu in order to get these 
icons back. Sometimes the icons would re-appear again without doing 
anything, sometimes you could start the apps anyway even though the icons 
were grayed out.
A related issue was also the ongoing decline of my SD card that was shipped 
with that phone. I noticed over time that more and more MP3 songs got 
corrupted. The same happened to apps that were stored there. It was a very 
subtle and ongoing process.

In any case I don't think it's your responsibility nor anything you can 
address or change. I would tell your customer to contact support from the 
company he/she purchased the device from. And maybe it is also a broken SD 
card in that case, who knows?
