That is correct.  I remember a while back we had the option of either
refunding or cancelling an order (after a waiting period that I believe to
be 8 hours) and I think we could even give a partial refund.  Now you get a
cancel button during the first 8 hours and then when the order is
completely processed you have only a refund button.  It appears that once
the transaction is complete and past the waiting period the developer has
no way to revoke the license.  Another developer turned me on to this fact
when I was beta testing his app and I in turn have used it with a couple of
my beta testers.
