That is correct. I remember a while back we had the option of either refunding or cancelling an order (after a waiting period that I believe to be 8 hours) and I think we could even give a partial refund. Now you get a cancel button during the first 8 hours and then when the order is completely processed you have only a refund button. It appears that once the transaction is complete and past the waiting period the developer has no way to revoke the license.
