Also, as long as we don't have conditional permissions the user has to take the game with the "optimization" always on and cannot opt to still get his or her tweets/emails/whatever for a smoother scrolling experience. I feel it very much looks like a hack.
Currently the UI thread and a background thread can run on the same prio. What about lowering all thread priorities one level and creating a new top prio level for UI threads that are attached to a window that runs in full-screen mode?
