Picturefiles are never ascii. However, to anwser the first part as where the files are saved: In Windows VIsta they are stored in
C:\Users\<YourWindowsUsername>\AppData\Local\Android\SDK-1.1 or C:\Users\<YourWindowsUsername>\AppData\Local\Android\SDK-1.0 but there are only image files inside, which you can't directly edit.
