The "Standard menu icons" section in the Icon Design document makes no mention of the fact that using the icons the way it shows is not recommended. That document also says early on: "This document shows you how to create icons for various parts of your application’s user interface that fit the style set by the Android UI team." But then goes on to detail the creation of 3D launcher icons which have been abandoned in Android 2.0.
