"nor can we generate an apks" I guess that if you implement your own shop (shelling through your own website) you could generate the apks server side upon request? Not sure this would completely fix the problem, but if you are not happy with the Android Market there's always the possibility to roll your own?
If you think about it that's how most of the desktop software is sold these days.
