That paragraph suggests to me that you're not a big coder. The tools for 
developing in Flash runtime environments are certainly easier to use to create 
graphics heavy output, however you have a more control

From what's coming out of Adobe, I'd expect them to be able to create the tools 
but its a case of whether is the market right now.

You should have no trouble designing your animations in most tools and then 
exporting the frames as pngs.
