This argument ignores the anger and frustration of being promised something which then doesn't arrive. Objectively, we're no worse off, but subjectively, it feels like someone's been jerking us around. Resentment is hardly surprising. At this point, device seeding outside the US is looking like yet another Google initiative that they don't follow through on.
