openmoko is a software stack that is funded by a company called FIC, FIC also produces a hardware platform for the openmoko software to run. they do not have a phone (hardware/software) combo for mass market as of yet, which is why you currently cannot buy the phone. The older version (neo1973) was a development release of the phone for the community to hack on and add functionality to; however, they have sold out of all of those. The newever, mass market, version of the phone (Freerunner) is staged for release possibly sometime this spring. The .com site is where you will eventually be able to order the mass market release of the phone. The .org site is where all the documentation, and community information on the hardware/software is located. (The android documentation is much better, i.e. how to get started with the SDK and such).
The openmoko software stack is build on the linux 2.6 kernel as well and will run X11 apps. While openmoko is being packaged with the hardware from FIC, the claim is that is will run on multiple platforms, somewhere on the wiki page they have a link to the other phones they have gotten openmoko to run on. When you say FREE access to the internet, I am not sure exactly what you mean. The openmoko phone does have an 802.11 b/g radio on it so that you can connect to the internet in wifi hot spots...which would be free. I'm sure you can also use the data plan on your cell providers network to connect to the internet using GSM though. Hope this helps.
