The only thing that costs less is the free android OS, which counts (on average) 20% of a phone's total cost. Imagine free symbian OS coming out... what's the advantage here?
The cheap phone will probably not arrive any time soon, what we will see initially will be $499 phones similar to HTC kaiser or TyTN. The hardware cost will go down, but it will not be an overnight drop.
