It's also common for journalists to get carrier review before release so 
that the journalists can help build the hype up to launch day. I also 
know that some Google Android Evangelists are working closely with some 
developers inside and outside the US  so they may have some G1s (I'd 
definitely expect the ADC winners to have been given access to a G1 by now).

Remember, I saw the G1 demoed at the London Developer Day last month, so 
the delays aren't because the hardware isn't available, it's most likely 
due to the marketing guys wanting some time to do a pre-launch PR 
campaign knowing that the software is stable and they aren't going to 
end up having to go "Ahhh... sorry guys... bit of a delay with the 
launch.... get back to you soon..."
