The notification from the Mail appdoesn't work on my phone either.  I
solved the problem by forwarding all my POP mail to Gmail where I do
get notifications of new mail.  I also set up the reply to go from my
default pop3 account so it doesn't look like it is coming from Gmail.
Seems to work but is definitely a "hack".
