That depends.

For issues surrounding specific hardware, you can try to talk to whoever 
you got the hardware from (e.g., T-Mobile).

For other hardware issues, including those not addressed by the hardware 
provider, there is no good answer today.

For issues surrounding third-party applications, contact the application 
author.

For end-user issues related to the core Android OS, there is no good 
answer today. There are certainly plenty of places to vent, but those 
issues may or may not be seen by the core Android team at those places. 
And the mailing lists for the open source project are aimed more for 
developers, not end users. This list is probably the best there is.
