Is the same here in USA , most people will usually only get a data plan for 
their smartphone like gphone or iPhone.

The whole carrier value added services in funny in quite a number of ways.

PS: Upon further deep thoughts, people in India do not usually get a data plan 
unless they own a smart phone like gphone or an iphone. Case in point - ME!! 
(Only ADP1 forced me to a data plan).
