I think your .03 figure is incorrect.

Remember that the people who answer the phone are living in India and
making $0.03 per day. They follow the script since that is all they
know. You need to elevate it to someone who actually has something to
do with something before you can break out of the script.

Ask to talk to a supervisor. If the supervisor doesn't do what you
want, ask to talk to the supervisor's supervisor. They'll probably
tell you that there is no such person -- and that is obviously a lie
since that flunky is NOT the owner of the company, so point that out
(several times if necessary), get hostile and threaten them (not with
anything illegal though), and don't relent until you either get what
you want or they hang up on you... oh yeah, don't forget to get the
person's name and id number at the START of the conversation so that
when they hang up on you, you can get even more hostile about them
hanging up on you. Be persistent and they will ultimately yield.

Oh, and if possible, don't talk in terms of changing your package,
talk in terms of adding something onto your package.

I'm on a contract with T-mobile at the moment and cannot upgrade to
another phone until June. I've rung them twice now asking to upgrade
my package to the £35 a month offering (which is more than I pay now)
thus also renewing my contract for another 12 months. The idea behind
this was I could then get myself the G1. Now I wasn't planning on the
G1 being free, so I offered to pay the upgrade charge.

The response?

They're not the slightest bit interested. They refuse to allow any
upgrade to take place until I'm due an upgrade, even if I am willing
to pay for it.

How disappointing is that.

I'll be cancelling my contract early and moving to Vodafone to get the
HTC Magic once it is released.

Disappointing that an open platform is sold on a closed market though..
