I can't point you to an official page.

However, I didn't have to enter a credit card number on my phone to make
an Android Market purchase, because I had already set one up for Google
Checkout on my account over the Web.

To me, this would suggest that the credit card numbers are stored solely
on the Google Checkout servers. But, I can't be certain -- maybe it only
works that way if you do what I did (have the CC number already set up
before using the Market).
