Though I can't answer your question, I fully agree with your points.
Regarding point 4, I suggest that in order to keep the market clear,
which is obviously the purpose for limiting description lengths, that
greater details be made available through the browser. I.e. give a
short description on the market, and a button that invokes the browser
to load a full-details document. I don't mean necessarily the ability
to link to the developers' web sites, but it could also be to a
product information page that would be hosted by google and editable
only through their forms. The key though is that it should be able to
contain a full and proper description of the program, use cases,
guides, change logs, images, etc.
