Why would one want to build a Linux-based OS under Windows? If you
want a "low learning" curve, just use the prebuild Windows SDK and
stick to Java programming, which are both there for that very purpose.
If you want to hack into the system you'll need some Linux knowledge
anyway with plenty of command-line usage so any unixish platform
should be a plus and not a barrier of entry.
