My mistake... http://www.perforce.com/perforce/success/symbian.html suggests 
300+ developers. The page I was looking at 
(http://developer.symbian.com/main/getstarted/steam.jsp) is about what's called 
the Symbian OS Team, but that appears to be just their support team.

Symbian had hundreds of developers working on Symbian OS. So did
Nokia, btw, but it's an altitude more than Symbian's stuff.
