The project may be managed similar to the way projects on SourceForge are: anyone may have read access to the repository, but only a limited number of individuals have write access, and those few individuals are responsible for reviewing changes and incorporating them into the tree. This scheme works internally as well as with the public at large, and helps maintain some minimum level of quality. If dozens, hundreds, or thousands of people had simultaneous access to the repository, chaos would ensue as people would be making changes all over the place to suit their needs...
