I also think this rule needs careful explanation. What is an updated
version, and what is a new application?

Is it sufficient to change the name, icon, look, and add a few new
features?

If not, what if a competitor wrote an application that was similar,
but had different name, icon, look and a few new features? Would that
be a brand new application?

Technically, the minimum requirements on Android to have a "new"
application is to have a new and unique package name (because then no
update of previously installed software is possible). Is this the only
requirement that is meant?
