"OI File Manager has been published and thus would currently appear to be 
ineligible for ADC2, but we look forward to receiving your modifications for 
inclusion into OI File Manager in the near future".

I just received this email from a developer:

It seems people will be ripping out whatever they can from open source
applications, to assemble their ADC 2 entry - while the open source
projects themselves are not eligible to participate... :-(
