Theres already been a lot of discussion on this but I'll add my
opinion on this.

Google's argument here is that its a privacy concern - only users
should be able to change GPS on / off, not apps.

One set of users complain that apps change their GPS settings and they
feel privacy invaded and battery life dies. The other half of users
would prefer well written apps to manage these settings and know to
check the bar at the top to check no other app is changing this
setting.

But Google have taken the 'safe' option and favored the users who
would rather not have to worry about apps playing with their settings.
I think this is unfair to the more informed users who are happy to
keep an eye on what their apps are doing and will only install apps
they trust.

I think the best solution would have been to default to the new
Cupcake settings, but fix it for other users so that they can check a
box saying they are happy for any app to override GPS settings and
that they are aware of the possible consequences.

This solution would meet both sets of users needs I think.
