There aren't any apps which do Bluetooth Dial Up Networking tethering, only those which create an ad-hoc WiFi network and call that tethering, which isn't strictly correct.
Many hardware devices (such as GPS units) can only do BT DUN tethering and so the Ad-Hoc WiFi network apps don't help. You can see the rest made on the 1st of Dec 2008 to support BT DUN tethering at http://code.google.com/p/android/issues/detail?id=1416 . As you can see it's still marked as New despite being there over 6 months which would indicate that it's unlikely to happen any time soon.
