There aren't any apps which do Bluetooth Dial Up Networking tethering, only 
those which create an ad-hoc WiFi network and call that tethering, which isn't 
strictly correct.

Many hardware devices (such as GPS units) can only do BT DUN tethering and so 
the Ad-Hoc WiFi network apps don't help. 

You can see the rest made on the 1st of Dec 2008 to support BT DUN tethering at 
http://code.google.com/p/android/issues/detail?id=1416 . As you can see it's 
still marked as New despite being there over 6 months which would indicate that 
it's unlikely to happen any time soon.

1) Its called *tethering*. There are apps that do it. The best one is
"wifi tether for root users", which is not available on the market. A
google search should find it.
2) That format is too limited to be of much use.
3) You've got "favorites", which is better than nothing.
4) Trivial to implement, but of course requires a FORWARD FACING
CAMERA, and Android is not about the hardware.
