I've had a cursory look, but couldn't find anything that could be easily used. 
I'm a bit snowed under with a few things at the moment so I couldn't dig too 
deeply, so there may be something that I missed.

Have you taken a look at the PAN/DUN support in Android itself?
Apprently there are some partially ported modules from bluez:

I haven't had much of a look, partly because my current phone is not
rooted, but might be worth running a build of the latest dund code and
see what the status is...
