Depends on the manufacturer and whatever nonsense the carrier(s) (if any) push them into.
BTW that samsung has lower specs than existing android devices. No keyboard, less ram. The built-in flash is probably in two chunks -- the "install" chunk, and the "built-in sdcard" chunk.
