Yes. To summarize: * BEFORE August 31, 2009, 11:59:59 P.M. (PT): Submit, resubmit, withdraw as often as you desire. * AFTER August 31, 2009: No change to the apk possible until the end of ADC 2 (which includes first and second round judging).
