You are right, the ADC 2 terms don't state anything about resubmission between Aug 1 and 31.
It would be more than strange, though, if you would not be allowed to update a submission until the deadline on Aug 31. This question would be cleared latest as soon as the procedure has been published how to enter the competition. If still in doubt, someone could try to upload a new dummy app and try to resubmit it before Aug 31. Then we'll know. On a side note, I wonder if everyone who wants to participate *has* to upload their application through Market. Because this would essentially mean an entrance fee for the competition of 25$ for people who had not previously published on Market.
