It is possible to write applications that are resolution-independent. That is not to say that all applications will be resolution-independent. It all depends on how you write it. For example, if you use an AbsoluteLayout assuming 320x480, you will be disappointed. Resolution independence, in general, is an extension on what you have to deal with today in terms of landscape and portrait resolutions. If your app looks good in both landscape and portrait on 320x480 screens -- and you didn't achieve that by making assumptions about that specific resolution -- your app will probably run and look basically OK on other resolutions.
