See that is just the thing... android is designed such that any
program not written by a complete moron WILL scale correctly, so
browser-like interfaces won't help. Particularly since browsers don't
always scale well themselves.

Yes, it is something you need to keep in mind when developing
software. For that matter, it is something that you would have to try
hard to break since even the current devices have rotating displays
and therefore *must* scale to fit, i.e., your program has to work in
BOTH 320x480 AND 480x320. Unless you do something stupid like hard
code your interface to work with precisely both of those or force it
to remain in portrait mode (or landscape), then chances are pretty
good that it will work on most devices that have a resolution of at
least 320x480.
