On the Ion (possibly other phones), pictures are taken by hitting the scrollball, and as Mark mentioned, through an on-screen button. This is displayed in the top right corner. BTW, they've used the menu icon http://android.git.kernel.org/?p=platform/frameworks/base.git;a=blob;f=core/res/res/drawable/ic_menu_camera.png;h=cdf7ca31b737ffec3b38bc700cc662d2a326ecfd;hb=cupcake to fill a gray circle, if that helps. Pushing the scrollball virtually engages the on-screen button.
