On the Ion (possibly other phones), pictures are taken by hitting the
scrollball, and as Mark mentioned, through an on-screen button. This
is displayed in the top right corner.
BTW, they've used the menu icon

to fill a gray circle, if that helps. Pushing the scrollball virtually
engages the on-screen button.
