You are still not being clear about what you have done and where you got to....
Is it that you wrote the cyanogen recovery image and it didn't start (when powering up holding the HOME button)? Note: You hold the HOME button and just *press* the power button. I also have to question whether the cyanogen recovery image is compatible with your radio image... you say you have v1.1 on it? That had an older radio image. Something may not be compatible there. I suggest following THIS procedure: http://forum.xda-developers.com/showthread.php?t=442480 **except for one difference**: do NOT download the "hardspl", use the proper "engineering" spl available here: http://forum.xda-developers.com/showthread.php?t=455860 (reason: compatibility. That and the fact that there is NO advantage to hardspl AT ALL) When done, what you will have will be identical to the Android Dev Phone 1, so you can follow THIS procedure to update to latest: http://developer.htc.com/adp.html (note: what is referred to in there as the "recovery" image actually has this meaning: "a system image writable in recovery mode". After that is done, you will note that the 'su' command will still not work (i.e., no *local* root), but if you connect to the phone using "adb", it *WILL* give you root from there. The reason why there is no local 'su' command is security -- prevent malicious apps from damaging your phone. Market enabler and other apps that require root still won't work. You can make a locally working 'su' command, but there is a better approach that is used in most of the custom system images (an app pops up when 'su' is run to verify permission).
