It is easy to make an absolute statement but difficult for it to be true since there is probably a person somewhere that knows how to circumvent any assertion one might make. So, when I got my developer phone I could not get by the initial registration screen until I put a phone company sim card in it even though I have and had wifi. There is I am told a way to get around this. I think it requires installing an earlier version of the rom, then doing a hack to get around the sim card / registration problem and then re-installing the current rom. So unless you are willing to hack your new $400 phone then you will need to get a sim card to register your phone with your google account. After that you won't need your sim cardr. I haven't removed my sim card to verify that this is true but I am pretty sure that it is true. I don't know how you get updates to a regular G1 if you are no longer subscribed to a carrier, however.
