T-Mobile will tell you that a SIM with an active data plan is required. However, the only thing that actually requires a data plan is the initial registration when you first boot the phone. If the phone is rooted, this can be bypassed. So if you're looking to buy off eBay, you have a few options:
1) You can get any phone & borrow a friend's SIM (with a data plan) for a few minutes so you can activate the phone. From there on out I think the phone will work without a SIM (but I'm not entirely sure...) 2) Get a data plan from T-Mobile and then cancel after you register the phone. Prepare to hassle with customer service and pay a $20 fee. 3) Get a rooted phone and make sure with the seller that it can bypass the initial Google registration and the SIM lock screens. 4) Pay twice as much money for the official Google dev phone. Most expensive option but by far the easiest.
