I think the reference to the next entry was probably cached on the users' phones. I just tried an experiment. I hadn't tested any apps since before the deadline closed, yet I still had a notification that a new app was ready. It let me download and run the app. Next, I selected skip to get the next app to review. This resulted in a message stating that the rating period is over.
