If you're going to be buying a used unit off of eBay, I would recommend an Google ION (HTC Magic) as a great development phone. You can use it without any service or you can put your T-Mobile or ATT SIM into the thing and use it as your phone. It's a great device and a very good phone too. It's totally legal to do this and is SIM unlocked.
