After further questioning their appeal I've now received;

"Please bear in mind that publishers whose accounts are in violation of our
Terms and Conditions (http://www.google.com/adsense/terms) may not receive
any further payment. As a result, the earnings on your account will be
properly returned to the affected advertisers. Thank you for your
understanding."

As I've pointed out to them, they've not stated which part of the T&Cs I've 
allegedly violated let alone provide proof that an actual violation took place.

I've asked for details of the escalation and arbitration procedures, and if 
they're unable to provide that I've asked for details of the legal entity the 
agreement currently is with so I can report the matter to the business 
regulators in the appropriate jurisdiction.
