No, what you demonstrated is that Android is inconsistent. You cited a completely different situation in which it follows the logic we both agree is correct. That doesn't in any way contradict my observation that there are some situations where it *doesn't* behave that way. For example: Start out with an application running. Hit Home, then hit Back. It doesn't take you back to the application you were just in. Start out with an application running. Hold down Home to bring up the application menu, and use it to switch to a different application.
