I can't say what I'm working on. I have worked on 3 applications that
are on the Android Market now.

Me 2, I am very happy that there is an official Android water cooler,
that it is easy to find, and that people can be led to it from a
google search.

You do. You can respond as a regular user and put up your own
comment. You can respond by changing your market listing. You can
respond within your application, where you have near total control.

Yeah if was going to to submit an application for a phone I could not
lay my hands on... I wouldn't attach my name to it.

I don't know but I can guess. It might just be to encourage
developers to get their hands on real hardware. I recommend you focus
on the devices with existing market share, or those you predict will
have higher market share in the future.

There are a lot of services available to help developers without
phones. DeviceAnywhere for example. You can also partner with other
developers who do have phones, etc. I do not trust emulators as far
as I can throw them. Android has some of the best emulators I've seen
but I do not make much use of them myself.

Usually what the emulator does for me is remind me that I forgot to
change my device settings to development mode, or I forgot to install
the USB drivers, or the data cable got unplugged. Some of the
development tools seem to work better with the emulator then with my
Droid, but I consider that to be a bug in those tools.

I was in mobile a pretty long time before the first Android public SDK
was released. I appreciate the perspective that gave me. Things were
much, much worse then. Most of those older "markets" or "app stores"
or "carrier decks" or whatever did not have the features Android
lacked either.

My 2 cents,
