I think you may be confusing some terms in your post. D-GPS is "Differential GPS" (http://en.wikipedia.org/wiki/ Differential_GPS) which is an enhancement to the standard satellite based GPS using ground stations. It has nothing to do with the network location service that uses cellular towers and wifi locations to determine a quick and rough fix in Android and other mobile OS's.
The GPS service Android devices use requires access to the satellite based system, usually meaning an outdoor location, Network location services work anywhere a carrier based connection can be found.
