Agreed - I hated sense ui, and I wish it was an option... but Google can't really enforce OEMs to remove or provide an option for it...
A cert may be the best option as OEMs will want the prestige of it, but it'll be near impossible for Google to introduce it without affecting the OEMs view of Androids open nature... Ah well - were probably just going to have to ensure there is a market for usable phones! ;) (writing this on my N1...)
