Guys, I think you're exaggerating a bit on this. Android evolves in the Bazaar, as opposed to the Cathedral. That results in a couple of issues as you mention, which has always been the case with early time and not-so-early free and open source releases.
But FLOSS can achieve brilliant results! It's about freedom too. I wouldn't like it if everything got under control, as it's being done somewhere else. A certification isn't a good idea IMO. And as F.P Brooks said, about great software: "The secret is that it is grown, not built."
