The HTC myTouch 3G Slide is not a dev phone. Moreover, you do not need
a dev phone for Android application development -- you only need one
for firmware development. Any Android device that has the Android
Market on it will work for application development, though I would
avoid AT&T models.

It is available without a plan for $469.99 from Amazon.com.
