If I remember correctly, Google is not wanting tablets made with Android yet, because it hasn't put a lot of effort into optimizing Android for a good tablet experience. What you may notice, is that of current, none of the major hardware developers have put forth an Android tablet, and that's because Google has probably told them to wait. The reason we have cheapy Android tablets on the market, is because Android's open source, and nothing can stop them from doing it. But Android tablets don't have access to the Android Market, and aren't packing the newest version usually.
Google will get to a point where it puts effort into tablets, and then the major manufacturers that work directly with Google will create Android tablets that will blow the iPad out of the water.
