Misunderstanding...its the Moto Droid mod community running custom 2.2 roms after rooting their devices. There are thousands who do this exact thing. They then spoof the market so they can download 2.2 apps like flash etc...
These are the people who you see downloading these apps, not people who are getting the official OTA. And the reason I know the OTA is not avail is because I work for the OTA provider and there is no RC builds yet. Why would anyone do that? Wouldn't it be more logical to think that some people are receiving the update, or have downloaded a Froyo build to their Droid device? It would seem silly to make your device look like anything different than it actually is.
