For essentially random apps, I would be inclined to agree. But if the
apps are similar - have a similar target audience - I don't think this
statement is always true. I don't have hard numbers at the moment, but
I certainly see "cross-pollination" between similar apps of my own.
The "freemium" approach to app promotion also relies on what is
essentially cross promotion, and it definitely can work.

So for the OP's premise, of "a compatible app that is not directly
competing," I think it's a reasonable thing to try.
