Alright, I did it.  Went through apps manually and exported/backedup
data where possible.  Used MyBackup to dump SMS, Call Log, etc.

First time trying Settings->Privacy->Factory data reset, it went
through the confirmation screens, then restarted, but was right back
where I left it.

Did it again, and this time it "took".

As soon as I set it up, it started redownloading all my apps from
Market.  But Market crashed during the process and it didn't finish.
I was able to go back through the Downloads list and install the rest
manually.

System settings seem intact.  At least some.  WiFi access points for
example. Wasn't looking forward to having to get the passwords all
over again, so good.

Now going through and restoring app settings and data.  Pain in the
ass, but it's worth it.

System now reports 90/196MB phone memory used.  With exactly the same
set of apps, this was 176/196MB before the reset, so it looks like the
problem is cleared.  Yay!
