I think one really productive step they could take would be to facilitate user finding of apps that are somewhat highly rated but not in the top, say, 30. A few ways to do this:
1. Focus a bit more on removing apps from inappropriate categories (for example, wallpaper apps don't belong in the games section, no matter what mainstream console/PC game they illegally have art from). 2. Make more subcategories, or possibly implement a tagging system, so dissimilar apps don't all get lumped together in way-too-long lists 3.
